Dynamic Causal Governance

Capability 03 · Future Engineering

Do not predict one future. Change what becomes reachable.

Future Engineering treats the future as a conditional space shaped by power, constraints, feedback, timing and intervention—not as a line extended from the past.

Reachability before probability

A forecast can estimate continuation. A future-space reveals conditional choice.

The first strategic question is not which future has the highest point estimate. It is which futures the current structure can reach, which are closing and which interventions can alter that accessibility.

Future-space

Every trajectory has structural conditions.

DCG classifies futures by how they relate to the present configuration and by whether legitimate authority and operational capacity still exist to change them.

Accessible

The path remains feasible under the current configuration.

Reinforced

Feedback, incentives or coordination increase persistence.

Dominant

The path organizes behavior and crowds out alternatives.

Fragile

The trajectory depends on capacities or legitimacy that can fail.

Avoidable

A credible intervention can still redirect the path.

Irreversible

Delay may close options or make recovery prohibitive.

Engineering the possibility space

A desirable scenario is not yet a reachable future.

Future Engineering works backward from a strategic change in possibility: what constraints must move, what power must convert, what dependencies must be reduced and what sequence keeps the path viable?

Future Engineering

Defines the strategic change in possibility.

It specifies which futures should become more accessible, which should lose reinforcement and which option must be protected.

Causal Engineering

Performs the structural intervention required to produce it.

It changes relationships, constraints, incentives, timing or buffers and monitors how the system responds.

Future Engineering defines the strategic change in possibility. Causal Engineering performs the structural intervention required to produce it.
